**Prime Minister States Failure to Solve Trafficking Problems Is Because of Bad Coordination – Failure to Meet International Standards**

Today at the Navy Club, Abhisit Vejjajiva (Prime Minister of Thailand) was the Chair of a ceremony to launch the second human rights strategy plan and also gave a special lecture entitled “The role of the Government in promoting and protecting rights and freedom of the population in accordance with the second human rights strategy plan.” He said at this time there was much enlightenment regarding human rights in a very broad sense and a raising of this issue in terms of priority. He said it was clear that the 1997 Constitution opened up the space for people’s participation and protected rights and freedoms. The government sought to move

forward in accordance with the Constitution. But there was a real challenge as human rights exists very closely with the honour of being a human being. In addition to the social problems that have resulted from the development of the Thai economy and society, there is also the problem of migration of Thais and the problem of alien workers, which in particular is now a very severe problem. This year is the year of the census, and it is likely that the figures that come out of this census will awaken Thai society as to the facts about the numbers of our population. It is likely that the current Thai population figure of 63 million is much lower than the genuine figure. It is likely there will be many millions of alien workers and this is much related to this issue of trafficking, which is a multi faceted phenomenon. Thailand is currently under the spotlight regarding its management of the economy, national security and lack of peace on our borders.

“The problem of managing the trafficking issue is related to the fact that Thailand continues to lack a reasonable and effective system. This has created the long term problem of the violation of human rights. Thailand has now fallen under the international spotlight as a country that is not able to effectively manage the trafficking challenge as it should do. The Ministry of Social Development and Human Security continues to have problems in effectively liaising with other relevant Ministries, such as the Ministry of Labour and the Royal Thai Police Force. When it comes to arresting or apprehending groups who enter the Kingdom of Thailand illegally or who work here illegally, Thailand continues to lack a system for dealing with these groups in line with international standards so as to prevent trafficking problems arising. It is essential that all related authorities liaise together on these issues” said the Prime Minister.

Mr. Abhisit said that one of the main challenges faced is the important problem of conflict at the level of the country. This meant in the past many incidents arose that resulted in human rights violations, and eventually much loss. This problem led all sides to become much more awakened. In relation to limiting the rights and freedoms in accordance with the law, this is very challenging to the core because of conflict. Now most officials and departments are back to working normally and the government has established a system for reform. In relation to fact finding, there are several committees that are independently tasked with this issue, but most important is that all departments and those concerned cooperate with these processes.”

ที่สโมสรกองทัพเรือ นายอภิสิทธิ์ เวชชาชีวะ นายกรัฐมนตรี เป็นประธานพิธีเปิดตัวแผนสิทธิมนุษยชนแห่งชาติ ฉบับที่ 2 พร้อมกล่าวปาฐกถาพิเศษ “บทบาทของรัฐใน การส่งเสริม คุ้มครองสิทธิ และเสรีภาพของประชาชน ผ่านแผนสิทธิมนุษยชนแห่งชาติ ฉบับที่ 2” ตอนหนึ่งว่า ปัจจุบันมีความตื่นตัวในประเด็นสิทธิมนุษยชนอย่างกว้างขวาง และมีความก้าวหน้าตามลำดับ จะเห็นได้จากรัฐธรรมนูญปี 2540 เปิดโอกาสให้ประชาชนมีส่วนร่วมและครอบคลุมสิทธิเสรีภาพ ซึ่งรัฐได้ผลักดันให้เป็นไปตามรัฐธรรมนูญ แต่ยังประเด็นท้าทาย เพราะเรื่องของสิทธิมนุษยชนมีหลักสัมพันธ์ใกล้ชิดกับหลักการยอมรับศักดิ์ศรีความเป็นมนุษย์ นอกจากปัญหาสังคมซึ่งมาจากผลกระทบจากการเปลี่ยนแปลงทั้งด้านเศรษฐกิจและสังคมแล้ว ก็ยังมีปัญหาเรื่องการย้ายถิ่นฐานของคนไทย รวมทั้งปัญหาแรงงานต่างด้าวก็เป็นปัญหาที่มีความรุนแรง ปีนี้เป็นปีที่จะมีการจัดทำสำมะโนประชากรก็คาดหมายว่าตัวเลขที่ออกมาจากการ สำรวจน่าจะทำให้เราตื่นตัวมากที่ขึ้นในข้อเท็จจริงที่เกี่ยวกับจำนวนประชากร คาดว่าตัวเลขจำนวนประชากรไทยที่มีอยู่ 63 ล้านคน น่าจะต่ำจากความเป็นจริง และชื่อว่าจะมีคนต่างด้าวเป็นหลักหลายล้านคน ซึ่งจะเกี่ยวโยงกับปัญหาการค้ามนุษย์ซึ่งมีรูปแบบหลากหลาย ปัจจุบันประเทศไทยถูกจับตามองเรื่องการจัดการทั้งเรื่องทางเศรษฐกิจ ความมั่นคงและความไม่สงบบริเวณชายแดน
“ปัญหาเรื่องการจัดการปัญหาเรื่องการค้ามนุษย์พบว่ายังขาดระบบการประสานงานที่ยังไม่ดีพอ ขาดประสิทธิภาพ ทำให้เกิดปัญหาเป็นระยะในการละเมิดสิทธิมนุษยชน ทำให้ถูกมองว่าประเทศไทยยังไม่สามารถจัดการกับปัญหาการค้ามนุษย์ได้ดีเท่าที่ควร กระทรวงพัฒนาสังคมฯ ซึ่งเป็นหน่วยงานหลักยังประสบปัญหาการประสานงานกับกระทรวงที่เกี่ยวข้อง เช่น กระทรวงแรงงาน สำนักงานตำรวจแห่งชาติ เวลาเกิดกรณีจับกุมหรือพบกลุ่มเข้าเมืองที่ผิดกฎหมาย หรือการเข้ามาทำงานผิดกฎหมาย ก็ยังขาดกระบวนการดำเนินการตามหลักสากลในการดูแลเพื่อแก้ปัญหาการค้ามนุษย์ ซึ่งทุกหน่วยงานจำเผ็นต้องประสานความร่วมมือ”นายกฯ กล่าว
