Paper plane ace Mong's Japanese visa ready tomorrow

CHIANG MAI : Mong Thongdee has moved a step closer to representing Thailand at a paper plane competition in Japan after being told he will receive his visa tomorrow.
The Japanese consulate yesterday told Mong he would receive the visa, launching his countdown to Sept 19 when he will participate in the two-day Oriplane Japan Competition in Chiba.
Mong, 12, born to Burmese construction workers, managed to get Prime Minister Abhisit Vejjajiva to deal with his stateless status after it earlier threatened to prevent him from travelling overseas.
Duangrit Ketima, director of the Huay Sai School in Chiang Mai where the boy studies, and former Chiang Rai senator Tuenjai Deetes yesterday accompanied the boy to the Japanese consulate.
Mong told reporters he was training very hard for the contest and was confident of doing well in Japan.
His efforts to fly to Japan were rejected by the Interior Ministry last week before Mr Abhisit stepped in to help on Thursday. With support from the top, all doors started opening and he was soon issued with a temporary passport and other necessary paperwork.
Mong's case goes to show an education can produce good results, Ms Tuenjai said yesterday. His example should by taken by other foreign labourers who are urged to take care of their children's schooling.
She said the case would also be taken into account when attempts to draft new laws on granting citizenship to stateless people were made.

FBR REPORT: Burma Army Troops Rape Four Women as Abuses Continue Against Villagers in Northern Karen State

Burma Army Commander Khin Maung Hsit Charged with Rapes, Numerous Other Abuses
Commander Khin Maung Hsit has raped two women and engaged in numerous other abuses since he took control of Military Operations Command 5 (MOC5) operations in the area of Kler La (Bawgali Gyi) in Toungoo District, northern Karen State. Since taking command of the camp on August 15, Khin Maung Hsit has acted with impunity in violating and abusing the residents of Kler La. The following are examples of his recent actions.
• After drinking one village's alcohol, he took the local teacher, Naw Paw See (all names have been changed), ordered her to strip, and proceeded to rape her.
• He also raped Naw Eh Hla, after forcing her to drink alcohol and give him a massage.
• After losing at a game of cards with the villagers, he arrested Saw Thoe Pan and had him tied up at Kler La Camp.
• Again, after losing a game of Snooker, he had Saw Poe Ju arrested and taken back to Kler La Camp.
• Every time Commander Khin Maung Hsit comes to one of the nearby villages, he demands 3 bottles of whiskey. Each bottle is worth 30,000 kyat (approximately $30).
According to the FBR team, soldiers from Light Infantry Battalion (LIB) 544, which is under MOC5, also raped Naw Eh Wa and Naw Blu Paw, both from villages in the area of Kler La.
Villages in the Kler La area, already facing extreme difficulty as a result of Burma army demands for forced labor, have to contend with the monsoon rains as well. The rains have damaged many fields as well as the road between Kler La Camp and Kaw Thay Der. Because of the damaged road, the villagers have not been able to obtain food or sell their fruits.
Some of the villagers have fallen ill with Dengue and other fevers, but have been turned away by the local doctor after seeking treatment, who suggested they should try to treat themselves. Village leaders have tried complaining to the local Burma Army authorities but they have been ignored.
Additional abuses and photos of landmine victim:
In an incident initially reported by FBR on 9 July, soldiers from LIB 373 and LIB 372 attacked villages in the Saw Wa Der Area. After the attacks, they laid landmines in the area and returned to their camp. One villager, Saw Ghay Meian, 20 years old, was carrying rice back to his village, Kaw Thay Der, when he stepped on one of the landmines. This was on June 17th, 2009. He later died at the local clinic
Increased Burma Army Presence in Wah Tho Kho Area:
LIB 373, under the command of MOC 5, has been established in Wah Tho Kho under the command of Win Khain.
Also patrolling in the area of Wah Tho Kho is LIB 544. They are based at Maw Koe Der camp under the command of Thine Htet. They forced villagers to carry rice on the 26th of June, 2009. While the villagers were carrying rice, the commander (Thine Htet) took photos.
Defections:
Burma Army soldiers continue to defect from their units across areas of eastern Burma. On 28 July, 2009, two men from LIB 386 defected and surrendered to Karen National Liberation Army (KNLA) troops. Both men are ethnic Pa O, and when asked why they defected cited insufficient salary and food.

FBR REPORT: More than 5,000 IDPs on the run from the Burma Army in Arakan State, 100,000 villagers suffer from food shortages.
Arakan State and southern Chin State, Burma 31 August, 2009
More than 5,000 Internally Displaced People (IDPs) are living a life on the run in the jungles along the border of Arakan State and in southern Chin State in western Burma, according to a recent report by FBR teams on the ground there. In addition to these 5,000 IDPs, more than 100,000 villagers are suffering from the ongoing famine that stretches through both northern Arakan State and into Chin State.
Isolated from most international aid providers, the people here have little access to medical aid, food relief, or any other assistance typically provided in crisis areas. Free Burma Ranger relief teams are one of the few providers of medical aid in this area. Since the onset of the food shortage, caused by the ongoing infestation of rats that attack the rice crops, the price of rice has shot up from 5 rupees per kilogram (about $0.10 USD) to 32 rupees/kg ($0.67USD). This crisis, relentless for the last three years, is leading to the unraveling of the social fabric of life, with increases in incidences of robbery and kidnapping as well as poaching of wild animals, including elephants, tigers, and buffalo. Additionally, our teams report an increase in the production of opium as the people become increasingly desperate for cash crops.
Far from trying to help the suffering people, the Burma Army in the area requisitions taxes in the form of livestock and forced labor, as well as annexing land at will. In Arpountwa Village, Kyauk Taw Township, the Burma Army annexed two hundreds acres of paddy farm without any payment to build an artillery battalion. When Battalion 375 moved from Nyaung Ban Hla Village, Kyauk Taw Township, to Paneyechawn Village in the same township, they annexed more than 120 acres of paddy farm without payment. They also did not return the land that had been stolen in Nyaung Ban Hla Village to accommodate their original location, keeping this as an army-controlled farm.
Free Burma Ranger teams are one of the few medical providers in much of this area. FBR teams treated 224 patients for sicknesses including diarrhea, malaria, gastritis, fungal conditions, beri beri, and anemia. They also reported the closure of hundreds of schools as the local communities could neither pay teachers, nor pay student fees.

DEDAYE, Irrawaddy Delta—Forty-two-year-old Khin Htay was promised a house within two or three months. Six months later, she has not heard anything more about it, far less receiving any building materials.
“We don’t feel safe whenever a strong wind blow through this makeshift house,” said Khin Htay, a mother of five from Dedaye Township in the Irrawaddy delta.
Adding to her fears is the memory of losing her husband and seven-month-old daughter when Cyclone Nargis wreaked havoc on her village in May 2008.
“Where shall we all stay if another cyclone destroys our home?” she asked despairingly.
Khin Htay and her young family are just a few of the hundreds of thousands of cyclone survivors who are still living in inadequate shelters some 16 months after the disaster.
The worst natural disaster in the country’s modern history killed close to 140,000 people and severely affected over two million.
About 360,000 homes were destroyed outright by the cyclone, according to official data.
According to UN-HABITAT, which takes a leading role in rebuilding houses for the cyclone survivors, more than 450,000 people are in still dire need of shelter aid.
In a recent statement, UN Resident and Humanitarian Coordinator in Myanmar [Burma] Bishow Parajuli said, "Up to 130,000 families remain exposed and are suffering under severe weather conditions due to a lack of sustainable shelter."
However, humanitarian agencies have claimed that a shortfall of funds has hampered their efforts in rebuilding adequate shelters for the cyclone victims.
According to UN-HABITAT it has received only one-third of its requested amount of funds to rebuild adequate shelters for the displaced survivors.
UN-HABITAT said it requested some US $150 million for repairs and reconstruction under the Post Nargis Recovery and Preparedness Plan (PONREPP). But only about $50 million has been received.
So far, humanitarian agencies have reportedly rebuilt about 25,000 houses. For its part, the Burmese military government claims to have built more than 10,000 houses to date, a very small percentage considering the magnitude of the crisis.
According to the UN, about 209,000 families have reportedly rebuilt their own homes with their own hands over the past year.
But while some families wait for housing materials, others expect housing material and new land.
In Mhawbi Village in Pyapon Township, some families have been told they will be given housing materials, but that they have to find their own land to build on.
“We very much thank the agencies for saying they will build houses for us,” an elderly man from the village said. “But how can we afford the land to build a house on when we don’t have any money?”

Paper plane ace Mong's Japanese visa ready tomorrow

CHIANG MAI : Mong Thongdee has moved a step closer to representing Thailand at a paper plane competition in Japan after being told he will receive his visa tomorrow.
The Japanese consulate yesterday told Mong he would receive the visa, launching his countdown to Sept 19 when he will participate in the two-day Oriplane Japan Competition in Chiba.
Mong, 12, born to Burmese construction workers, managed to get Prime Minister Abhisit Vejjajiva to deal with his stateless status after it earlier threatened to prevent him from travelling overseas.
Duangrit Ketima, director of the Huay Sai School in Chiang Mai where the boy studies, and former Chiang Rai senator Tuenjai Deetes yesterday accompanied the boy to the Japanese consulate.
Mong told reporters he was training very hard for the contest and was confident of doing well in Japan.
His efforts to fly to Japan were rejected by the Interior Ministry last week before Mr Abhisit stepped in to help on Thursday. With support from the top, all doors started opening and he was soon issued with a temporary passport and other necessary paperwork.
Mong's case goes to show an education can produce good results, Ms Tuenjai said yesterday. His example should by taken by other foreign labourers who are urged to take care of their children's schooling.
She said the case would also be taken into account when attempts to draft new laws on granting citizenship to stateless people were made.

FBR REPORT: Burma Army Troops Rape Four Women as Abuses Continue Against Villagers in Northern Karen State

Burma Army Commander Khin Maung Hsit Charged with Rapes, Numerous Other Abuses
Commander Khin Maung Hsit has raped two women and engaged in numerous other abuses since he took control of Military Operations Command 5 (MOC5) operations in the area of Kler La (Bawgali Gyi) in Toungoo District, northern Karen State. Since taking command of the camp on August 15, Khin Maung Hsit has acted with impunity in violating and abusing the residents of Kler La. The following are examples of his recent actions.
• After drinking one village's alcohol, he took the local teacher, Naw Paw See (all names have been changed), ordered her to strip, and proceeded to rape her.
• He also raped Naw Eh Hla, after forcing her to drink alcohol and give him a massage.
• After losing at a game of cards with the villagers, he arrested Saw Thoe Pan and had him tied up at Kler La Camp.
• Again, after losing a game of Snooker, he had Saw Poe Ju arrested and taken back to Kler La Camp.
• Every time Commander Khin Maung Hsit comes to one of the nearby villages, he demands 3 bottles of whiskey. Each bottle is worth 30,000 kyat (approximately $30).
According to the FBR team, soldiers from Light Infantry Battalion (LIB) 544, which is under MOC5, also raped Naw Eh Wa and Naw Blu Paw, both from villages in the area of Kler La.
Villages in the Kler La area, already facing extreme difficulty as a result of Burma army demands for forced labor, have to contend with the monsoon rains as well. The rains have damaged many fields as well as the road between Kler La Camp and Kaw Thay Der. Because of the damaged road, the villagers have not been able to obtain food or sell their fruits.
Some of the villagers have fallen ill with Dengue and other fevers, but have been turned away by the local doctor after seeking treatment, who suggested they should try to treat themselves. Village leaders have tried complaining to the local Burma Army authorities but they have been ignored.
Additional abuses and photos of landmine victim:
In an incident initially reported by FBR on 9 July, soldiers from LIB 373 and LIB 372 attacked villages in the Saw Wa Der Area. After the attacks, they laid landmines in the area and returned to their camp. One villager, Saw Ghay Meian, 20 years old, was carrying rice back to his village, Kaw Thay Der, when he stepped on one of the landmines. This was on June 17th, 2009. He later died at the local clinic
Increased Burma Army Presence in Wah Tho Kho Area:
LIB 373, under the command of MOC 5, has been established in Wah Tho Kho under the command of Win Khain.
Also patrolling in the area of Wah Tho Kho is LIB 544. They are based at Maw Koe Der camp under the command of Thine Htet. They forced villagers to carry rice on the 26th of June, 2009. While the villagers were carrying rice, the commander (Thine Htet) took photos.
Defections:
Burma Army soldiers continue to defect from their units across areas of eastern Burma. On 28 July, 2009, two men from LIB 386 defected and surrendered to Karen National Liberation Army (KNLA) troops. Both men are ethnic Pa O, and when asked why they defected cited insufficient salary and food.

FBR REPORT: More than 5,000 IDPs on the run from the Burma Army in Arakan State, 100,000 villagers suffer from food shortages.

More than 5,000 Internally Displaced People (IDPs) are living a life on the run in the jungles along the border of Arakan State and in southern Chin State in western Burma, according to a recent report by FBR teams on the ground there. In addition to these 5,000 IDPs, more than 100,000 villagers are suffering from the ongoing famine that stretches through both northern Arakan State and into Chin State.
Isolated from most international aid providers, the people here have little access to medical aid, food relief, or any other assistance typically provided in crisis areas. Free Burma Ranger relief teams are one of the few providers of medical aid in this area. Since the onset of the food shortage, caused by the ongoing infestation of rats that attack the rice crops, the price of rice has shot up from 5 rupees per kilogram (about $0.10 USD) to 32 rupees/kg ($0.67USD). This crisis, relentless for the last three years, is leading to the unraveling of the social fabric of life, with increases in incidences of robbery and kidnapping as well as poaching of wild animals, including elephants, tigers, and buffalo. Additionally, our teams report an increase in the production of opium as the people become increasingly desperate for cash crops.
Far from trying to help the suffering people, the Burma Army in the area requisitions taxes in the form of livestock and forced labor, as well as annexing land at will. In Arpountwa Village, Kyauk Taw Township, the Burma Army annexed two hundreds acres of paddy farm without any payment to build an artillery battalion. When Battalion 375 moved from Nyaung Ban Hla Village, Kyauk Taw Township, to Paneyechawn Village in the same township, they annexed more than 120 acres of paddy farm without payment. They also did not return the land that had been stolen in Nyaung Ban Hla Village to accommodate their original location, keeping this as an army-controlled farm.
Free Burma Ranger teams are one of the few medical providers in much of this area. FBR teams treated 224 patients for sicknesses including diarrhea, malaria, gastritis, fungal conditions, beri beri, and anemia. They also reported the closure of hundreds of schools as the local communities could neither pay teachers, nor pay student fees.

A Roof Over Their Heads

DEDAYE, Irrawaddy Delta—Forty-two-year-old Khin Htay was promised a house within two or three months. Six months later, she has not heard anything more about it, far less receiving any building materials.
“We don’t feel safe whenever a strong wind blow through this makeshift house,” said Khin Htay, a mother of five from Dedaye Township in the Irrawaddy delta.
Adding to her fears is the memory of losing her husband and seven-month-old daughter when Cyclone Nargis wreaked havoc on her village in May 2008.
“Where shall we all stay if another cyclone destroys our home?” she asked despairingly.
Khin Htay and her young family are just a few of the hundreds of thousands of cyclone survivors who are still living in inadequate shelters some 16 months after the disaster.
The worst natural disaster in the country’s modern history killed close to 140,000 people and severely affected over two million.
About 360,000 homes were destroyed outright by the cyclone, according to official data.
According to UN-HABITAT, which takes a leading role in rebuilding houses for the cyclone survivors, more than 450,000 people are in still dire need of shelter aid.
In a recent statement, UN Resident and Humanitarian Coordinator in Myanmar [Burma] Bishow Parajuli said, "Up to 130,000 families remain exposed and are suffering under severe weather conditions due to a lack of sustainable shelter."
However, humanitarian agencies have claimed that a shortfall of funds has hampered their efforts in rebuilding adequate shelters for the cyclone victims.
According to UN-HABITAT it has received only one-third of its requested amount of funds to rebuild adequate shelters for the displaced survivors.
UN-HABITAT said it requested some US $150 million for repairs and reconstruction under the Post Nargis Recovery and Preparedness Plan (PONREPP). But only about $50 million has been received.
So far, humanitarian agencies have reportedly rebuilt about 25,000 houses. For its part, the Burmese military government claims to have built more than 10,000 houses to date, a very small percentage considering the magnitude of the crisis.
According to the UN, about 209,000 families have reportedly rebuilt their own homes with their own hands over the past year.
But while some families wait for housing materials, others expect housing material and new land.
In Mhawbi Village in Pyapon Township, some families have been told they will be given housing materials, but that they have to find their own land to build on.
“We very much thank the agencies for saying they will build houses for us,” an elderly man from the village said. “But how can we afford the land to build a house on when we don’t have any money?”
